IE is an international standard that grades the energy efficiency of induction motors. The grades are divided up as 4>3>2>1, so that should help you find an efficient motor.
About IE Code Efficiency Grades

By the way, Oriental Motor's KIIS Series 200 W AC motor is IE4.

Good question, Mr. Vex. You need to choose a fan that complies with national and regional energy efficiency regulations. For example, in the EU, there is a Commission Regulation "(EU)No 327/2011" that covers fans of 125 W or more as of 2011, and it also requires efficiency in fan air flow. ("(EU)No 327/2011" refers to the European Commission Regulation implemented by the European Parliament and Council Directive 2009/125/EC. This covers cooling fans with an input between 125 W~500 kW at the maximum efficiency point, and must meet the efficiency grades specified as applicable to Ecodesign.)
So efficiency regulation requirements vary by country and region. Are Oriental Motor fans compliant with EU327?
